Error code 461 is a private Win32Lib error code. The only documentation for
these error codes is in Win32Lib itself. A search in the text for '461' shows
the error message:
Err_CREATECONTROL = {"Failed to acquire a hWnd when creating a control.", 461},

This means that windows was unable to create the control requested. If it
works on XP but not on Win2000 it would appear that you are attempting
something supported only on XP. Without more information that is all I can
suggest.
