  I believe you can do it with the HawkNL library that I wrapped. You would 
need to use the NL_UDP_BROADCAST socket type (or NL_BROADCAST in the old 
version). Unfortunately, the version on the RDS site is quite old. I am 
testing a new version if you wish to try it out.

PS. Anyone have a plain Win98 (not SE, no Dial-Up-Networking updates, etc.) 
willing to test this on?
