Do you mean Windows 2000?

I haven't tried it on Windows 2000 since I don't have access
to any 2000 PC's so I can't help .... but ...

each OS Microsoft release is slowly killing DOS off.

If you want to program for the masses or future MS OS's
be a sheep and use Euphoria for Windows.

Linux is a bit of a shining light but not enough NON computer geeks
use it yet to make it viable to write general purpose user software.
(although it won't hurt to start learning now as it's use will
increase onto standard user desktops - which is why so many are
interested in cross platform GUI's!).
