I think you're talking about Wolfgang Fritz's tutorial?
I downloaded it & got the same error.
I think it's some kind of "win32lib version compatiblity" problem.
 
As a "work-around", I did the following:
I had a copy of Win32Lib ver 0.59.01 available, & I copied all the files
in its "Include" folder into the folder with the download of Wolfgang's 
"WinTutor.exw", and now it runs.

'dunno what the real fix is.
