Oh... on my XP system it's just <--> on explorer/IE but I do see which pointer you are talking about on Outlook... It is my belief that if you don't see the cursor in your Mouse/Pointers control panel, then it's not a stock cursor and you'll need to define it yourself. This doesn't necessarily mean that you must load it from a resource file however.
