ecw with lccwin32

At least part (maybe all) of the problem with optimized lccwin32 has 
gone away with Jacob's latest posting.  See the changelog on his site 
for info on what he corrected this past weekend.

Converrting from a exw to a exe vie "ecw -lcc" and Rob's emake sometimes 
created a bad file.  Deleting the -O switch on the lcc compilation 
always fixed it but at the expense of no optimization.  I've been 
tracking it with a blurb that includes "get.e".
