Michael Packard said (in his crash course, Week 4 Part 1,about arts) that
no windows program can handle palettes consistently, but Paint Shop Pro
(versions 3 and 4, even shareware) handles this perfectly, you can save the
palette of your game in a file and then make PSP adapt an image with a
different palette to this previously saved palette almost without losing
quality (depending on the difference between the two palettes, off course)
and you can change each RGB values of a color, etc...
