I don't think the banning is specifically aimed at your program. But there have been bad experiences with bound programs in the contribs, that did some bad stuff. Of course you're allowed to contribute a bound program, I have no problem with that. Especially when it's only a program, and not a library. And even libraries can be contributed in a bound form.
