Win32Lib 5.7.12 & 5.8

So where can one get these latest versions?  It seems pointless for me 
to submit any bugs and/or fixes when I've only got 5-month-old 5.7.11 
because when I do I get a reply similar to "this is fixed in the latest 
version".  So where is it?
