Sorry, my previous reply was a non-answer. You're using Windows, and 
I don't, so this reply will probably still be a non-answer. 
All I have ever done is to install the GTK library from 
http://www2.arnes.si/~sopjsimo/gimp/stable.html
(being sure to uncheck the option to use Wimp, and then run the 
EuGTK programs. I've never had to download any dll's or anything.
Furthermore, looking at my Windows drive, all the GTK stuff seems to 
have been installed in C:\program files\common files\gtk\2.0\
Perhaps since yours were installed under C:\euphoria\etc, the 
paths are messed up? Below is my autoexec.bat:

SET EUDIR=C:\EUPHORIA
SET PATH=%PATH%;C:\EUPHORIA\BIN

SET PATH=%PATH%;c:\progra~1\common~1\gtk\2.0\bin
SET EUINC=C:\euphoria\include\gtk2;C:\euphoria\win32lib\include
