IDE frozen??

Hello,
I find I can't use the buttons creators in IDE. I click but cannot 
create buttons, etc. I used to be able to use most all the functions.
I have win32 lib 60.06 Sept 2004
IDE Application  = "Win32Lib IDE",
   Version      = "0.18.22",
   Version_Date = "09-2004",
   Build_data   = "09-08-2004"
