It will convert to lower case not only the usual A-Z, not only the few
characters in #80..#FF, but also, potentially, if modified to use
CharLowerW instead of CharLowerA, unicode.

(Much) Slower, yes.
However, I wanted to point out that it is fundamentally better, at
least for some purposes.
