Rob can require that proper credit is given, even if the source is PD.
People do this all the time with their contribs. That is usually the only
stipulation of PD agreements.

Something like:

If you use this source code in your own project, you must agree to these
conditions:
1. You must not remove or alter the original header tags in the source files.
2. The following lines must be included in the Credits section of your
documentation.
  "Original Euphoria 3.0 source code created by Rapid Deployment Software"
  "Public domain source code is available at http://www.rapideuphoria.com"
