You can fork PHP or Python or Ruby or whatever. The thing is is that each of
those languages has momentum behind them and most open-source development is a
strict meritocracy. You would have to prove something better about your fork than
the original.

Then again, changes could just as easily be folded back into the main project.

It is difficult, but not impossible, to fork open-source projects.
