Hi Al

I think it makes sense in that you can write an article and include a link to a
non-existent page, as a kind of 'TODO' bookmark. The word is there and has its
normal meaning, but if you click on the link it allows you to create a new page
straight away.

It can also be a hint to other people that 'I think this should be documented
but can't really be bothered right now', so they can do it if they feel like it
smile

I agree though, it can be confusing.
