I am assuming you're using Win95.  Win98 and others may vary.

One thing I have noticed:  right before you enter the command "ed filename.ex"
into "Run..." under "Start" have a "My Computer" window open and active
containing "filename.ex".  Windows will look in the "active" My computer
directory before anything else.

This may or may not work for you, I HTH.
