People on the C64 news group were asking about editors (a-la tracker players). But it was pointed out this was not practical, an assembler was required. you could look around on the site http://www.armory.com/~spectre/cwi/ you sould find a link to the Comodore Knolege base (Searchable FAQ). on all things commodore.
