Besides Irv's code, you could also look at the
Euphoria CGI program, economy.exu, that we have 
running now on FreeBSD:

http://www.rapideuphoria.com/economy.txt

It handles the HTML form input at:

http://www.rapideuphoria.com/ecoform.htm

The function parse_input() converts from the CGI-style:

aaa=bbb&ccc=ddd&eee=fff

to the Euphoria sequence:
{
  {"aaa", "bbb"},
  {"ccc", "ddd"},
  {"eee", "fff"},    -- etc.
}

(If you run it, please indicate that it's just a test.)
