How to exe a cgi script

Hi
I am sorry for this dumb ?,but here goes I am working on a counter for 
my web page and it works,but the thing is I can not get it to run on the 
server I have tried <!--exec cgi="/cgi/counter.cgi"--> I found this in 
come files that I have downloaded,but it does not work,so how do I get 
the script to run.

P.S I can get it to work if i link to it like this 
http://mydomain.com/cgi-bin/counter.cgi
