Example:

coded message:

     xpits izteytdkty af izt igh 10% af pqadain.

back to the original clear text message:

     In a recent survey, 90% of programmers
     rated themselves in the top 10% in ability.

Although I expect to give you a larger chunk of
text to work with. Maybe 4 or 5 sentences.
