I renamed Euphoria to something else then installed Eu 2.2 on the XP. That is all I changed. The Printer Dialog works again. I renamed Euphoria to something else and then installed Eu 2.3 from the zip file version. The Printer Dialog works. Maybe my first installation had a problem -- but on both machines? I'll see if doing this also clears up the problem with the Win98 machine and report back.
