2.3 works fine for me under Windows ME.

This "two key presses required" bug was introduced in 2.3 alpha,
but was fixed in 2.3 beta.

Make sure you are using the
2.3 *Official Release* (Feb 2002) Public Domain Edition,
and the 2.3 *Official Release* Complete Edition.
You may have to download your Complete Edition files again,
(using the same instructions that you already have).
