Check internet for update?

Is it possible (of course it is, I mean is it practical in EU) to write a routine for my program to test for an internet connecton and then test to see if the current program is up to date. I have a site with both http and ftp if that helps, and I would like to do it witout user prompts. This is a win32lib based program. Thanks Tony
