Just upload it, like you would upload a new user contribution. After logging in, there is a HTML form which has a field "comment to RDS". In this field you write something like: "'foo.jpg' is an attachment for EUforum, not a user contibution." After uploading "foo.jpg", it will actually be available at http://www.RapidEuphoria.com/uploads/foo.jpg Tell us this link in your related EUforum post, so that we can access your "attachment".
