Win9x has more share than winxp still, especially with well established long-
term businesses, and they aren't likely to install new buggy OSs. Some 
research with businesses who have been around 5 years show most still 
have 40% in win9x boxes that they do not plan on downgrading to newer M$ 
OSs.

That's what M$ is worried about, if the older customers do upgrade...., why 
would they wanna pay for new M$ bugs when they can get fewer bugs for 
fewer dollars with *nix or Apple?
