This was answered earlier this year. Put html.e in your cgi-bin
directory, or use the full path. Also make sure everyone has read
permission on that file.

It is "root" or "apache" or somesuch user that is actually running the
script, so it is them you need to configure; there is not much point
even looking at your own personal EUDIR/EUINC setting.
