What about a MAC or TCP/IP address? The original message gave me the impression that the PCs were on a LAN or connected to the Internet. Both of these addresses are unique. The only downside is if the users circumvent the #'s by changing them. But they would have to know at least something about LANs & PCs to know how to do this.
