This only happens when Tool Bar is undocked, correct?

Nope, scroll bars are not hard coded. They are adjusted by the size of 
the Form. I also have a Hidden window inside Form that is 15 pixels 
smaller in CX and CY. This is what prevents the Design window from going 
behind the scrollbars.

What appears to be happening is that I have to reduce the available 
space for Form and Hidden by the Tool Box if it is docked. I think I 
need to do it slightly differently if it is undocked.
