I don't have WIN ME, so what I say about your question might not be
relevant:

When you save your source code, you normally (Win 95,98) need to save it as
*.exw (for windows program); I don't know what would give you ".file" as an
extent, but that's not the normal Euphoria file extent.

In Win Me, can you still "associate" files with programs to open/run them?
If so, you would need to associate the file extent ".exw" with the program
"exw.exe" (in folder Euphoria/bin).  Then clicking (or double clicking) on a
program file with ".exw" extent would cause the Euphoria interpreter
"exw.exe" to execute, and then the interpreter would run the "*.exw" file
you clicked on.

I suspect your system does *not* say "c:  has not being denifed " (maybe it
says "c: has not been defined" , or something like that?)

And what exactly are you *doing* with the stuff you downloaded from the
archive when you get that message?
