The port should either be open or closed. If you have no valid traffic thru it,
the port
should be closed, and not reply to anything sent to it. It's called "stealth"
for some
reason, and what i do on win95. A port that does have valid traffic should still
not send
anything back unless you have an application running to send a reply.
