euinc.conf from program directory

I've tried a euinc.conf and .euinc.conf in the same directory as my program, but the interpreter doesn't seem to find it. (Windows box.) Can somebody confirm that this is supposed to be working this way? I've gotten the latest code from SVN (3.1.1). P.S. I had to wipe and restore my hard drive... I thought I had lost everything, but fortunately I know more than the stupid HP tech I spoke with.
