Have you ever tried?
That's what the EUDIR environment variable is for.
You also have to set your PATH variable.

Yes you can. You always could, but the old installer didn't present
you with that option. You could always change it after installing.

No, that isn't hard coded. 
It looks for %EUDIR%\include
