I never see that on my Windows ME machine.
I assume you are running exw. Are you using system()?
What operating system are you running,
and what kind of program are you running when this happens?

I recall when I used to use NT 3.51, it seemed
to have some kind of special process that started
up to handle DOS programs, and occasionally
the process would still be hanging around after a crash.
