Turn on switch a. Go to the basement. Unplug one of the bulbs that are not lighten (lets say 2), and the one which is (lets say 1). Go upstairs and turn on switch b. You already know that switch a goes to bulb 1. If you see light now, switch b controls bulb 3, and switch c controls bulb 2.
