How about turn one on for a few minutes. Turn it off. At this point it is hot from being on (unless it's one of those energy efficient bulbs that don't heat up!). Turn on the next switch. Go downstairs. The one that's hot was controlled by the first switch. The one that's on is controlled by the second switch. The third (cool and off) bulb is controlled by the third switch. This is probably one of many solutions, but it's the only one I could think of if we have no way to visually deduce which is which. Or maybe this is just a trick question!!! :P
