Hi Ricardo,
   I think you'll have to access direct writing to the device, I don't
know how to do it with Win32 API's but i do with BIOS int's. It's not
that hard.
   Btw, if you want some broken floppies just come to Santa Rosa, La
Pampa where I live, i've tons of them here. =)
