[DOS] How to DISABLE Windows Start button?

I'd like to expand Judith's question (about how to programmatically tell
that user has clicked
on the Window's Start Button), to how to DISABLE that button while running a
DOS program from within Windows?

I have a old kids "keybanger" Dos program I wrote that seems a little
dangerous on "newer" systems with that key.  If I could also disable
<cntrl><alt><delete>, that would be useful too, at least for a "keybanger"
program.
