Win32lib and comctl32.dll

Hello

I installed euphoria/win32lib/IDE on an old
notebook with W95. IDE did not run. An errormessage said, 
"can not register to CommonControlsEx".(Or something like that).
 The problem was, I had a comctl32.dll from 1995.  After installing
a dll from 1997 all is ok. 

Is it possible to include a function in win32lib, which determines
if only an old comctl32.dll is available an then avoids using the
newer functions of the dll ?
