I did not understand your comment............Can explain?

But if your asking if Insight Concepts will be interested in setting 
up the Clearinghouse, sure..........
If everyone would agree that this is the way to go, then it can be 
developed and running before the end of July.................. That 
is not the problem. My concerns are.... 
Will it be utilized............
