tcp4u autodial

I think i may have found the problem with internet applications and winsock crashes. Today, after a direct lighting hit on House, the phone line jack in the surge protector in the UPS was fried, the wires melted back. Since i smelled smoke, and most of the house was in darkness, i went looking for the biggest fire to deal with first. No fires, just smoke and a lot of tripped circuit breakers, and the tv power supply is fried *again*. I still don't know what the one breaker is for, but it won't stay on, and everything is working but the tv. Anyhow,, after i got back the the puter, it was asking me if i wanted to redial, in spite of Dunce, which should be pressing that button for me, but which doesn't usually work. So i moused over and said "yeas stupid, redial", and some other things,, and then all the dos windows monitoring internet apps went wild, scrolling hundreds of error lines saying they couldn't connect. Seems something qued them all, and didn't reply to any of them until i manually hit "Redial". So how do i tell tcp4u to not automatically redial if the redialing isn't? If the first connection attempt is an error because it's offline, it doesn't return to my code untill either i hit "Redial" or Dunce hits it, so i can't even ask tcp4u if it's connected to the net in Eu?
