time() function fixed for WATCOM 11.0

I uploaded a new DOS32 Translator package.
It should fix the problem where time() was off
by a factor of 10 when you compile with WATCOM 11.0.

I'll make the same fix in the WIN32 package, ecw.zip
within a few hours.

If you have WATCOM 11.0,
