IDE_labeltable is only generated when there are controls in layers other than
layer 1 and those controls have Property "may use setLayer" checked.

If you were creating your table as an array IDE used the actual table controls
ID instead of the array occurance. This is a known bug and fixed for the next
release which should be out Friday.

Please apply the win32lib patches from Derek's site and let me know if the
freezing of Property window disappears.
