Another effective solution:
1. format C:
2. Reload Windows
3. install a real firewall.
4. Connect to internet.
5. Get all Windows updates.

Or, better yet, 
1. Insert Mandrake Linux setup disk. 
2. Hit reset.
3. Follow instructions :)
