That would be a bug then. I'll fix that.

In the meantime, you could just try ...

procedure AllCtrls_onKEYDOWN(integer self, integer event, sequence parms)
  ...
end procedure
setHandler(Screen, w32HKeyDown, routine_id("AllCtrls_onKEYDOWN"))
