Well, I guess so. :)
It's well known that Windows handles Unicode in a poorly manner. 
Unfortunately, I'm no expert in this issue (many others too). BTW, 
leading zeros are supposed to be used on Windows ANSI. DOS uses plain 
ASCII (also called OEM).
