I looked at that Terrapin ftp client.

In this version (2.3.3), it has a chmod button.  On the menu at the top:
Custom -> Chmod

Owner of the file has "All Permissions"
Group members have "Read and Execute Permissions"
Other users have "Read and Execute Permissions"

That is what they should be set to.
(If the version you have has this)
