Bandwidth and Graphing....

I need a program to grab my bandwidth usage from a text webpage (like *.ini
format: usage = 247) that's on my provider's website and append it to a text
file, along with the current time.

What is the best way to do this?

There will be another component that reads the text file and displays a usage
graph, but I don't think that'll be a problem.
