Fixed. Toolbar CONCEPT VERSION 1.0 released!

I trashed the file I posted a few days ago and re-did it.  It now works,
except for a few bugs described in the library file.  About the only major
problem now is that when you down-click an item and move the mouse to the
window's border, window's title box, or outside the window itself, the button
stays pushed down.  Please look at this and get back to me with any
suggestions you may have.  I'm also giving a copy of this to Rob to post on
the page.
