portals macro assembler

Downloaded the Portals Development System (macro assembler).
Anyone know how to make this thing run?  It sure seems awfully buggy.  I
see that it has (or had) an strong EU connection, especially with the .f
fonts and several other sample programs.  I would really appreciate some
info such as: is this simply a dead horse, can it even be used, why don't
the .hlp files work, or what?  What happened to the project?
