I've never heard of that problem.
I don't have an old machine handy to test on.
Try exwc instead of ex and see what happens.
Also, maybe your environment variables (PATH, EUDIR etc.)
are in a strange state.
Type: 
   SET | MORE
in a command window to see them all.
